Most seem to rely on their own local leaders and militias rather than any single authority over the entire region. - One of my lives ended somewhere around the Dalelands after I was torn apart by beasts in the wilderness. I wish I had something more insightful to say about the region from that experience, but being eaten tends to overshadow the sightseeing.
